This is a rubber lip seal that goes around the pump’s drive shaft.
The seal has a spring inside the lip that presses tight against the shaft That stops oil from leaking out while the pump spins and keeps outside air from getting in. Good seal means no mess on the floor, steady vacuum, and the pump lasts longer.
Over time these seals dry out, harden, or get scratched – then you see oil dripping or the pump loses performance.
