It is a keyless locking device used to secure the timing gears to the shafts on Stokes 607, 615, and 622 mechanical booster pumps . These pumps require two (2) of these elements per pump . If you are rebuilding your booster, this is the correct OEM part.

These locking elements are designed to be reusable, but they can wear out or get damaged. You should replace them if:
You are doing a complete overhaul of your Stokes 607, 615, or 622 pump.
The old element is damaged, rusty, or the threads are stripped.
The impellers have previously slipped out of timing.
The manual for your specific pump recommends replacement.
